The point is, how people make their town or the area with creativity. I say we need the activity about that. In addition, I think people suppose to be move with it.

So, administration is in a position to support this (like making rule by the people). Because, at the brought up, administration was not real at first � administration system was. In the question, point out the example of old foreign country (maybe he is talking about example by Napoleon in France), people have gathered but were without any guide ? guide by administration system was not available. However, they made town by their power or by themselves. What called inhabitant autonomy --- actually we still can see the example at a part of Swiss like the remainder --- time like them is for the inhabitant autonomy. Because we have histories like in the questions, natural disasters, war or hanger to start the war and destroyed the City, already. Therefore, I think �we have to built the City by *Kyoudou*�  is the basis in the local autonomy.

Therefore, the important parts is, people want to be comfortable to live, want to live peacefully, as a matter of course. Then need to realize it. Also the City --- when people�s assembles became bigger, then the role of the administration in big cities comes up to very big. I think maybe that problem is onto any public organizations at all over the world.

Then we have many problems what impediment the establishment of the local autonomy like member has pointed out in the question. Authority or organizations became increasingly. However, the rule what made when establishing the town, are possible to works as shackles to them sometime and it is their behave --- this is a kind of way to explain --- then by the citizens like this example --- fact is possible to effect it like that way then we want to clear this problem.
